A few UTXOs may be frozen up to a year, but only if created after the fork activates.

This would still freeze funds unless you did a full sweep of the wallet in question.

Since most bitcoin transactions involve a change address, this would freeze funds that are sent to change if they violated 444.

Freezing funds are a hard line, NACK
