Local county guidance 1.

All public communication must be communicated on nostr. The county shall maintain a list of authorized npubs. A NIP05 may be used to reference authorized npubs. All relay and infrastructure shall be hosted on county grounds. Citizenry are encouraged and may mirror the county relay but only event published to the local county relay shall be considered official. Npubs shall only be authorized after a visit in person to county grounds to validate physical ownership.

Optionally, a county may limit relay access to LAN clients. Citizenry may then connect and browse.
