OpenAI prohibits Russians from using its service. Formally, it's not about discrimination — they simply block Russian IP addresses and do not support Russian payment methods. Russians are forced to use VPNs, foreign bank cards, or buy accounts from others. This is where OpenAI's identity verification will clearly limit the number of Russian users and allow for stricter restrictions on them.
Maybe that’s one of the reason, but Sam also has a history with biometric verification stuff too.
