How do they get their frame of reference while being in the milky way?

You would see the flaps beating from inside the galaxy, why not? Speed of the movement in space is relative to the common center, from where all the galaxies fly out after the Big Bang.

If the milky way was moving anchored from one of its wings relative to the outer universe, it might look more like a flag flying.
