One (perhaps naive) argument against topic based relays is that those topics will need significant network effects to achieve censorship resistance, ie multiple relays that focus on those topics.

Definitely.
On some level applications and tools are “users” and when applications and tools are expected to all interact with the protocol in the same way, on some level applications and tools are a de facto part of the protocol.
Either way, people are the customers of applications/tools who are the customers of protocols.
The only point I’m making is no one should blame their customers if they want to keep them.
Could be about anything really. If an overwhelming number of people are using a protocol “wrong” then it’s probably the protocol that needs fixing not the people.
Yeah protocols are never completely fine by this standard (there’s always something new to learn/do) but it’s far from fine when you’d rather blame users than solve the problems causing users to “misbehave.”
Users will do what they want which is often the least thinking and the least doing.
When you begin saying "the protocol is fine and users just need to think about ABC and do XYZ instead," the protocol is not fine.

IME when I'd end a fast with meat there aren't any "issues" no matter how long. Haven't had good luck with nearly anything else.
