If you’re trying to “scale Bitcoin” by arbitrarily increasing the Blocksize, then you need to increase everyone’s Bitcoin holdings by some constant factor, which would make the blocksize increase “difficulty neutral”.

The decision to create the Witness Discount for Bitcoin back in 2017 raises more and more red flags as hindsight increases.
The only reasonable take-away is that the Witness Discount enlarged the attack surface for Bitcoin afaict.
