The usual way: claim that the 'new criminal media has arrived' in Costa Rica and associate it with drugs, guns, human trafficking and prostitution. Attempt to ban the protocol and block it off from your national Internet. Investigate whomever earns money through it because they might be avoiding taxes. Associate having an account there with supporting Vladimir Putin. Of all else fails, regulate and license it in a way that protects state-supported monopolies. This is what they did with Bitcoin.
