Yes, it does seem that way at first.
However, that is not what it is saying. Studying Thelema one comes to understand word choices and capitalization. The "W" is always capitalized. It is NOT lowercase, which would be the selfish "will." The capital "W" means "The Laws of God" or "Natural Law" meaning Do No Harm. If one is under The Law of Love, The Law of God then they can do whatever they wish because they are under the Law of Love, which means they will not harm any one as both people are of consensual age AND consenting to the exchange. As the definition of a Right is "Any action that does not imitate harm"

A piece of paper does not protect your "rights." We have to take responsibility not get involved with governments in the 1st place. As you are the only one to protect your Rights and not some government mommy and daddy the wrote something on a piece of paper hundreds of years ago.
Governments can only gain jurisdiction over you if you answer their questions or sign their documents. Never answer any questions from a government thug
(Side note: Make damn sure there is no Man or Woman explicitly saying they have been injured by you via an Affidavit! If you actually harmed a living Man or Woman then take responsibly and remedy the issue.)
If they ask you questions first, ALWAYS ask them questions!
For example "Are you so and so?" You answer "Who is asking?" Then if they persist then you say "Does the record state that I am under duress?"
Just keep saying that. Then if they use violence to make you sign something, sign "UNDER DURESS"

They will eventually let you go. However, they might throw you in jail. Then once you are free, then file a claim against their Private Liability Insurance for Assault, Battery, Kidnapping and Attempted Murder (because they have loaded weapons)
