Relays are used to publish and fetch messages. This is the 'core' of Nostr. You can (you should) use multiple relays, but you need to use all paid network.

Up to now relays were free. Because 'no free lunch' and in order to try to fight against spam, some relay operators (like me) choose to add paid to their relay.
