I think the updates for Xenoblade 2 mattered more for the complete package than 3. Even if Future Redeemed I think is better than Torna, it's more about tying together the whole trilogy and doesn't fill in the stuff that 3 left unresolved, whereas Torna really makes the character arcs in 2 more satisfying.

Torna was all about Xenoblade 2, it did wonders for so many 2 characters (especially Mythra, Jin and Haze, and it MADE Lora and Addam fan favorites in their own right), cleaned up the timeline and added weight to the events of 2.
When I think Xenoblade 2 I think about the base game + Torna, when I think about Xenoblade 3 it feels less natural to "give" it Future Redeemed in the same way.

The Xenoblade 2 art scene just never really slowed down, and if anything got further boosted by Pyra and Mythra being added to Smash. Future Redeemed further boosted it, but even without that game I think the scene would still be strong and active.
