afaik there isn't a way to limit this use case (like what happened to OP_RETURN) without either crippling what taproot allows for complex signature schemes or entirely taking away the witness discount (hard fork).

Why do we even need a witness discount at all? If byte competes for fees equally that is fine. If financial transactions get a fee discount that is fine.

Any use beyond that goes against the stated purpose of the discount. I don't blame people finding a way to exploit it, but it is an issue.

I'd have zero issues with them if they paid the full fee, but also aware that there is no practical way to limit their use of the witness discount.
