o servidor congestiona igual, porque ele só consegue barrar depois de receber a mensagem. Já a rede de confiança implementada no relay depende do seu cliente respeitar os relays que vc configura (poucos fazem isso, até porque o protocolo manda vc usar os relays de outbox/inbox das pessoas com quem vc se comunica, então o esquema de "wot" quebra o protocolo de inbox/outbox). Na pratica, o mute é mais efetivo do ponto de vista do usuário, e bem mais fácil de implementar e gerenciar, além de ficar 100% sob controle do usuário. (Não gosto de depender de terceiros, ninguém é 100% confiável)
