You didn't miss anything - the goal is indeed multiple birds per nest. No one is trying to create a platform with a plethora of nests with only one bird, or no birds, each. There is a general consensus that any number of birds plural will be superior to any condition in which birds per nest <= 1. In fact, I've heard some go so far as to say that the more birds, the better. YMMV
