A Portal seems to me to be the ideal visual for this, given how you jump from one app to another by clicking on an icon. That icon might as well be a purple portal.

Same for me. As soon as you send a note to a relay which does not accept deletion requests, and others are connected to that same relay, your note will continue to be shown to them.
