Yes, there are fees in lightning. There is the base fee (flat fee per payment) and ppm fee (parts per million; relative to amount sent). Each hop on the route you pay with can take those fees.

If you want to send 1 sat somewhere, it might be that you have to pay 2 sats or more in total because of those fees, but it is possible to send super small amounts
