It will persist because anarchy is the only form of governance that is truly sustainable and truly strong. It is antifragile. It adapts to every challenge, a complex adaptive system of immense value to mankind, on the individual level.
That is in short why it will stay with humanity, and perhaps with human-made androids a la NieR Automata, for many millennia.
