People actually don't care about censorship resistance and some aspects of liberty.
It's more confortable for them to keep living under the same diktats than having to make a small effort to change their way of living. They don't like changes. Even less when it's in their daily life.
I don't know about where you are but here in France the reason is simple. The government doesn't finance religions, and there are less and less Christians. In the end, everything is based on donation.
