Sure, give Diplomacy a chance but negotiate with them only from a point of strength and with “one in the chamber and pointed at your target”.

Help, assistance, arms sales, etc. do not make a permanent alliance. Alliances are reserved for the nations with the closest shared values to your own (hence the 5-eye alliance). Countries who are further and further away from us on the shared values spectrum rightly deserve different forms of agreements or commitments.
