Ok, so it looks like scraping the events for pubkeys is not going to work. There has been a bot on there publishing from random keys (the pubkey list was 9649). So... What I think you should do is add your follows to the pubkey list (there's a button for this to do it with one click). And then switch the general settings to deny. Only 6 people have paid, these will be un-affected. This will allow all your current follows (probably lots of your network) to post without paying to start.. Does that sound ok?

Actually, I didn't do the right query here, there are far more than 48 pubkeys, I was only counting those that published metadata. I'll have to think about this one for a bit, and see what we can do there..

I noticed that it looks like you wanted to set your relay to paid mode, but it is only halfway there. Currently it accepts payments, but does not deny access. This is likely a bug. So, I'd like to fix it for you. To fix it without kicking anyone, I have built a list of all pubkeys that have posted to this relay in the past (48 pubkeys) and I'm going to add these pubkeys to the allow list, and then flip the switch in general settings to Deny. Does this make sense? Sorry for the confusion there.
