Banks are fractional reserve institutions. If one does choose to use a custodian, it’s probably smarter to use one that is full reserve, holding their Bitcoin 1 to 1.

SAB 121 required banks to recognize bitcoin/digital assets as liabilities on their balance sheet. Under SAB 121 banks would need to hold a corresponding asset to match the liability, which is something banks would rather not do.

If the banks mishandle dollars, the government can always create more dollars and bail out the bank. If the banks mishandle Bitcoin, the government cannot act as a backstop. There is no central issuer of Bitcoin and the supply is limited.
