“Another important duty of the union is the organization of a central list of workers for all the branches of the industry. With the demise of the conflict between employer and worker, one also sees the end of the de­ cades-old struggle concerning the formation of an officially recognized list of workers. From now on the list of workers is a professional organization without bearing on the municipal administration, and is administered inde­ pendently by the union.

It is not necessary to explain further why the union must also assume responsibility for the management of the funds for professional aid, for collective services, for workers' insurance, for the sick, the invalid and the aged, for disabled veterans, and for the unemployed. If the author also assigns the task of taxation to the union, it is based on the reasoning that the union possesses a complete overview of the possibilities and the earn-ings of the industry and of the workers, and can carry out the taxation in the fairest and simplest manner. In the future, instead of numerous individual taxations, the construction union would be utilized as the sole authority in the collection of taxes.

These industries must remain private.
