State is an abstraction. It does not actually exist. It is merely manifestation of incentives and whims of a group of individuals in a given time and territory.

NATO has always been a vehicle to make MIC rich, by securing export markets for American weapons.
Cold war was also solely invented for this purpose. Stalin did not want a cold war with stupid allies who gave him half of Europe.
