The answer to the puzzle is that the man was watering a fake tree or a plastic tree. Since it wasn't a real tree, it didn't need any water to grow, and therefore didn't grow any taller no matter how much the man watered it. When he stopped watering it, it didn't matter anymore, and the tree was finally able to "grow" (because it was replaced with a real one).
