I translated it. It is a process because interpretations can be erroneous. It's not a "process" in that you can make up and declare just anything truth if it fits your story. The assumption is that multiple people can figure out the right interpretation, ideally without bias and error.
Why not? They'd use public's money for it anyways, and it would provide them with an easy and obvious opportunity to do good (in the eyes of the citizens).
