It turns out CSS interactions won’t work if the img tag is used. Will work if directly inside an SVG tag or iframe. Neither are great solutions.
I just tried embedding it in a barebones html page and it didn't work there either. So not a problem with Nostrgram. #[1]
It's using embedded CSS for the hover, so something in the page's CSS might be overriding it, I don't know much about it myself, just experimenting.

NOSTRGRAM UPDATE:
* Pinned notes. Click on the thumbtack icon to keep a note in the lower-right corner of the screen. Great for playing video/audio while you read and post on NostrGram.
* LN zaps menu shows when you click on the profile LN icon (previously it just copied the profile's LN address)
* SVG images are now supported both for uploading and displaying in notes
