During both wars and pandemic most amount money was created by deficit (government bonds issued). In between most money was created through bank loans. The latter can be eased by FED raising interest rates, but doing that in high Debt to GDP envirnonment does more harm than good as interest payments on those government bonds is a major expenditure.
