According to the draft regulation dated 28 May (Council document 9093/24), ChatControl deploys to do, for instance:
π» βupload moderationβ, users of apps and services with chat functions are to be asked whether they accept the indiscriminate and error-prone scanning and possibly reporting of their privately shared images, photos and videos.
π»Scan by βartificial intelligenceβ technology previously unknown images and videos;
π»If a user refuses the scanning, they would be blocked from sending or receiving images, photos, videos and links (Article 10).
π»End-to-end encrypted services such as Whatsapp or Signal would have to implement the automated searches βprior to transmissionβ of a message (so-called client-side scanning, Article 10a).
During the last discussion on 24 May, the Council Legal Service made it clear that indiscriminate chat control scanning of non-suspects is still envisioned and remains a violation of fundamental rights.

β Great, but take a closer look at the reasoning: Some governments like #Germany e.g. only object to the scanning of encrypted communications, but are fine with the indiscriminate scanning of other private and public communication, with the end of anonymous communication by requiring age verification, or with introducing a minimum age for βriskyβ communication apps. Also critical governments need to do more, exert their influence in the Council of the EU and agree on a joint list of necessary fundamental changes to the proposal. Absent such revision they should ask the European Commission to withdraw the chat control proposal as it stands.

Chaos Is Beautiful β¨
Chaos has been much maligned and slandered. Even most anarchists refuse to associate themselves with chaos. It has been equated with murder and mayhem. Yet it should be obvious that this is the lying propaganda of the forces of #order. For the history fo the imposition of order is the history of increasing warfare, murder, rape, mayhem and oppression. Order, not chaos, destroys wantonly for it cares only to impose its form on all beings. Only those who dare to be avatars of chaos can stand against the murderous rule of order.
But if chaos is not murder and mayhem as we have been told, then just what is it? Is it #disorder? No, for disorder requires order and chaos is beyond all order. Disorder is order fucking up. The universe is naturally chaotic. When someone tries to impose order on some small part of it, the order will inevitably come into #conflict with the chaotic universe and will start to break down. It is this breaking down of imposed order that is disorder.
Undisturbed by order, #chaos creates #balance. It is not the artificial balance of scales and weights, but the lively, ever-changing balance of a #wild and beautiful dance. It is wonderful; it is magickal. It is beyond any definition, and every attempt to describe it can only be a metaphor that never comes near to its true beauty or erotic energy.
Our freedom depends on learning to be part of chaosβ erotic dance. To do this, we need to get in touch with our animal instincts, our deepest desires. We need to reject every form of #authority, external and internal, for all repress our instincts.
