The real brain behind ChatGPT is GPT-3. ChatGPT is just a client based on GPT-3, but specialised for and modelled after chatbot applications, trained on specialised data and manual human intervention to fine tune it to output the "right kind of answers". Such as, Climate change and other political issues.
GPT3, on the other hand, is a much more powerful, larger and more general purpose language model.
