Yes, there are no problems for those test during 24 hours. Well, actually I'm still running it until now (several days) after finding that it is quite stable π
I don't know if they have special relays for their language. I have seen several them on nostr.mom , nos.lol , and paid relays. Maybe they only occasionally speak their native language while most of the times using English thus we don't see them often π

Maybe you need to add more relays. For public relays that have a bit of spam filter (lesser spam than other free public relay), we can use nostr.mom (have more strict spam filter than nos.lol ) and nos.lol . We can also add paid relays like eden.nostr.land and nostr.wine as read-only relays. We can still read the events but not publishing event on those relays if we are not their member.
I can still see notes from Japanese and Chinese usually during Asia Day Time π
For now, I don't know such a relay, but for geo IP blocking then it is exist. Some relays from Japan only accept IP from Japan
