All regulation will infantilize the citizenry to some degree, and prevent the culture from establishing its own institutions and ways of dealing with risk.
That’s not to say regulation is always wrong - I wouldn’t want to make that case - but merely to add my support to what you say: Regultion isn’t always right. It has a dangerous price.

There may be relays that get paid by users, but dunno how much it would have to charge to justify the operating costs.

Here’s a list of public relays. Some are paid too, for a bit less spam and more exclusivity.
Relays are servers. Unlike Twitter and Facebook, that have huge centralized servers, nostr has a lot of medium sized servers, mostly run by private individuals.
That’s why people tupically subscribe to several: So that you get some reach, and get enough content.
One could run a small relay and have people subscribe only to that, for a more discord-y experience.
