Suuuuper active place, from the other areas I have seen like this, it means they are very slowly taking it apart and rebuilding whats there. Seems all the bricks and stones get reused here so it takes a very active effort to remodel an area.

I passed by it on my walk back my riad and worked up the nerve to just ask them what the name of the cafe is in Arabi and they replied "باموس قهوة" and then said in Spanish they called "Vamos Coffee" and I said shukran and walked away. About a block past they yelled for me to come back and demanded they take a picture of me in front of the cafe.

To reframe your analogy, the NYT isn't removing vowels, but it's randomly replacing vowels with different vowels.
