Men are sexually attracted to young women. Maybe you can get a social movement big and angry enough to force them to hide that fact, but the fact itself will not change. Personally I think forcing those thoughts and feelings underground will do more harm than good.
There's no need to reinvent the wheel
Many countries have good ages of consent and got good results from them. German and Portuguese teens get pregnant and catch diseases at about half the rate of American teens, for example.
Powerfully Disempowering
We've just spent 20 or 30 years telling our sons and daughters that they are *prey*. Prey is by definition weak. Prey is a helpless victim. We tell them that they will be *groomed*, because their tiny brains are too feeble. It's the wrong message.

The only reason 18 year olds would ever act like children is if they were infantilized. This is something we do in the USA now, and it is a bizarre anomaly in world history.
We raised them to believe they'll be immature idiots at 18, and Voilá! Self-fulfilling prophecy! They are.
It doesn't have to be this way. It shouldn't be this way. They are killing themselves at alarming rates. There is a massive mental health crisis among them, precisely because we keep treating them like shit, calling them children, and telling them they're retards.
Our young adults aged 14-18 have never been safer. Life was much more dangerous in the old days in every way. There were far more things one had to be careful of. Now we got student loans. In the old days it was bears and wolves and bandits. Life is not more complicated now, it is much simpler.
American Men hate themselves for their natural sexual desires. It's awful. We used to do it to homos. Now we do it to any man who sees any attractive woman who might be under 21. #PuritanRevival is cruelly inflicting shame and self-loathing on fine normal men. It's evil.
The overpopulation crisis began before I was born. There's too much carbon dioxide because too many people burned too much coal and cut down too many forests. Literally every problem we have was directly caused or greatly exacerbated by overpopulation.
We want to blame youth for being bad, or blame their hormones or brains. We hate the idea that we put them in a bad situation causing them to suffer and so they're lashing out. So we lie to ourselves.
Young adults aged 14-18 are perfectly capable of deciding for themselves who they want to go out with. I advocate affording them basic human respect and bodily autonomy. This is not a radical idea.
The infantilization of young adults produces a big crop of vulnerable young women who simply should not be vulnerable. They should have been empowered.
From like 16 to 46 you lose a lot in creativity but the things your brain does often, it does faster so, it's better and worse. and experience helps older people compensate for slower brains.

When I was a teen in the 80s everybody knew that the gap between biological adulthood and social adulthood was problematic. Awkward. Troublesome. It was inviting bad results.
Since then we've made that time much longer and even more horrific.
This sounds so friendly and nice and supportive
but the underlying message is "You're helpless because you're under 18. Only older people have power. Don't believe in yourself or your power to defend yourself. Look for an older person to defend you."
It's disempowering AF.
America has never abandoned its bizarre, stupid, and destructive Puritan roots. The hysterical overreaction to Janet Jackson's boob is an example. Nobody ever stops to ask "Who was actually hurt?" So there is no reasoned discussion. There is only taboo and insanity.
