I've had the same question. Plenty of bitcoiners and others see bitcoin as a way to opt out of taxes. Municipalities still will require funds to function.

Before the question of how the governments get the taxes, I think you'll see an overhaul of the total tax on any government's citizenry and then a method to tax.

Regardless, btc presents a huge headache for audit.
