At the end of the day, the only way to know for sure if an exchange actually has assets on its books is to withdraw them to your self-custody.

Cutting off withdrawals to banks can be especially problematic for beginners. This means if a user needs dollars in their bank account ASAP, they have to move their stablecoins or other crypto to another exchange, sell there, and then withdraw. That's a lot of hoops to jump through.
