We can anticipate forced retention of current service members, and continually increased enlistment incentives to attract new ones. Then a major threat will appear (think Pearl Harbor or 9/11) justifying limited conscription at first, then en masse.

While a first reaction may be outrage at the victimization of our troops, I have to wonder about the underlying motive.
Clearly the gov can invent more money to support pay increases so this becomes a question of incentives for the DoD.
Imagine recruiting and retention efforts are so terrible they have no option but to resort to implementing stop losses, reactivating recently separated service members and eventually moving toward conscription starting out on a supplemental and temporary level and then when the next conflict erupts more wide scale.
For our safety and freedom of course.
