Not only can you use it to browse the web, but also it serves as a proxy which means you can build your applications to route their traffic through Tor network.

Also it comes with some nice censorshio resistance tools, such as bridges support and pluggable transports.

Of course you can do most this with the current client implementation in C, but things will get much easier for developer to apply.
