IPs are cheap. Law enforcement doesn't actually target the source of the HLS streams, it's much more productive for them to target the websites that organize and play the hls streams, as those are the central point of failure that people rely on.
Nostr fixes the latter

I don't want to have to link to zap.stream, I want all clients to support nip 53 streams and if they don't, the least they can do is to automatically open the event in a web client that supports it (such as zap.stream). #nostrability
