All pooling requires a level of custody before a block reqard can be distributed to miners who have reached a payout threshold, you cannot payout an infinitesimally small amount of bitcoin on a block chain even if you wanted to . Lightning can be enabled for smaller payouts below the minimum but developing that is not a cake walk unless you love losing funds due to rushing development time. Name one other pool that pays out miners from the coinbase, doesn't charge fees upon payouts, or pays an even distribution in block subsidy to each miner? you cant because ocean is literally the only one.
Having a minimum threshold for miners before a payout can proceed is just a basic necessity.
