Flogging could work as a security solution for minor offenders, but there'd still need to be a compensation mechanism.
No deal on executions: I don't trust any judge or jury with that kind of power. People are fucking idiots and convict with shaky evidence all the time.
They do work like that to a very limited degree: Some passports are worth more than others and countries have to work to keep them that way.
It should be broader though.
