I posted some notes to only 1 relay last night that no one else is on (using Amethyst's new feature that lets you specify which relays to post to), and people could still see those notes. They must have been visible on the Global feed.
But I believe you have to post to at least 1 relay for your notes to be written and stored anywhere, and visible to others.
