Has anyone else noticed high altitude infrared methodical scanning of their neighborhood at night?

Just after midnight sometimes I pick this up.

Looks like just a power surge on your night vision camera at first but if you slow it down it's actually an infrared methodical scanning that makes that entire sectional area visible in sequence to your infrared cameras.

I'm just putting this out there, no weather on radar, no towers in my area, no changes in elevation, no sounds of aircraft.....
