No, actually it's not.
In many countries, you can have a passport issued to non-citizens (See Jordanian temp passports for Palestinians, refugee travel documents i.e. "Geneva passport, Armenian special passport, etc.).
Fun fact: even a U.S. passport doesn't necessarily demonstrate the holder is a U.S. citizen (they may be a U.S. non-citizen national).
In my experience, most American citizens don't even know there is such a thing as a U.S. non-citizen national.

The biggest misnomer in the world of dual citizenship and global mobility - "Citizenship" & "Passport"
Sometimes misnomers are propagated far and wide for years or decades because a fundamental lack of understanding about the things involved, plus an initial inertia that's difficult to overcome.
Unfortunately, these ridiculous misnomers are often parroted by prestige publications with enormous audiences such as Forbes, Business Insider, Travel & Leisure, Condé Nast Traveler, and many others.
Calling citizenships "passports" is one of those instances.
Am I just being an annoying pedant?

- CBI (pronounced “See-be-eye”)
- CBD (pronounced “See-be-dee”)

- Vísa

- Etias (pronounced “Et-ee-yas”)
- Schengen
- Mercosur
- Apostille
- EU (pronounced “Ee-yoo”)
- Tax resident
- Overstay
- Lawyer
A passport is an empty vessel that is filled with citizenship rights.
The citizenship is the source of mobility benefits (residency, work rights, visa-free access, etc.) not the passport.
“Passport rankings” and such is a misnomer that continues to cause mass confusion about what exactly a citizenship is and what a passport is.
The mobility rights of the citizenship are being ranked, not the passport.
Even if you’re focusing just on visa-free access.

American (and other) applicants for 2nd citizenship chronically underestimate how long it takes to get some of these documents.
Then they're in a hurry, rushed and scrambling. Or worse, completely unable to take advantage of an opportunity for lack of their document archive.
I've seen it time and time again.
I suggest freedom-of-movement minded Americans develop at least a BASIC document archive for global mobility (future citizenship, residency, visa) applications ahead of time.
The basic archive includes 3 original or certified copies of:
- Your birth certificate
- Your marriage certificate (if applicable)
- Your divorce decree (if applicable)
- Birth certificate of minor children (if applicable)
- Official name change documentation (if applicable)
+ an apostille for one of each of the above 5 documents.
And:
- Your unexpired passport book
- Your unexpired passport card
- Your social security card
- Your state-level DL or ID
My cheesy motto is:
"If there's a stamp, seal & fee, you should probably order three."

6 benefits of 2nd citizenship BESIDES visa-free travel:
1. Core residency rights
2. Satellite residency rights
3. Access to borderless zones (where applicable)
4. 2nd passport (the actual document) as canvas for visas
5. Springboarding benefits
6. Enhanced access to 2nd economy (by virtue of highest right of physical entry to seed and mind one’s investments)
In terms of safety for family and future generations, having the highest right of entry in a 2nd country is probably the most underestimated benefit, IMO.
(But it’s not underestimated by Ukrainians, Afghans, Syrians, Iraqis, Venezuelans, Salvadoreños, Iranians, European jews, Indian-Ugandans, Yemenis, Somalis, Rwandan Tutsis and millions more in the last 80 years alone)
