If I understand what you are after, I don’t think anything like that exists…
Personally I don’t understand the use case when I can just open any number of NOSTR clients and post a note. But that’s me 😄
On the surface what you are stating by “send an email with commands” sounds like a Relay/Node thing…
Like a node would have to be able to intercept these “commands” and the node would need, first of all, to be able to receive “email” (sort of like with a Wordpress site, at least early on, its now deprecated, one could email in their content and the Wordpress CMS would create a new post. There are WP plugins though that still do that. They rely on a 3rd party email server (also could be self hosted).

How WordPress Post by Email Works
WordPress does not run a virtual email server or host email itself. It’s a polling system that checks an external email inbox for new messages and converts them to posts.
