And I think it is important to point out, that every person within a position of power needs to legitimate the power. Any kind of police needs to legitimate its use of power through higher damage, when they would not act. For this responsibility they need to be identifyable, otherwise every masked policeofficer with best intentions and actions is acting as a shield for those policeofficers, which abuse their power.
