I think they are born with the instincts to suck in order to be fed and alarm the caring people around through crying when any need is not fullfilled.

So I would say a baby is logically quiet a static creature, lacking the intelligence to act intentionally. Without intention I argue it is impossible to act good or bad.

Since I would argue there needs to be a concious decions at least to do so.

So in conclusion I vote for neutral.
