AFAICT it is now impossible to negotiate with Russia. The ICC can't go back and say "Eh, we decided not to arrest him, he's ok now". Basically the West is slowly cutting itself off from the rest of the world (more countries and more people than the West refuse to condemn Russia, only NATO plus NATO-friends do)
