No not like that. The willing work for oats. And if they put down 1 brick per day, and the foreman says that is all they realistically could do, they get their oats. The greedy wanting to scam free oats when they don't need them don't take the job because it pays shit.

I should say it is not so much as "the greedy". It is more that all of us humans are lazy. We are lazy and ingenious. And we use our ingenuity to create machines to work for us.
And if you set up a system that can be gamed, people will game it. They will pretend to have medical conditions that prevent them from working, so they can continue to be lazy. These aren't bad people, they are normal ingenous people taking the path of least resistance, having been put into a game that brings out the worst in them.
OTOH I've seen people do the opposite too. I have a friend who lost his leg in a car accident. The government told him to not work for 2 years, they would pay him. He didn't want to not work, he started working anyways, I think within the first year.
