As far as I know it is relay dependent. Some relays may allow larger messages than others. Some months back I created a message that was many K long. I don't remember the actual size but it made it onto the relays we were using at the time.

Yes, there are server limitations in nip 11 with all sorts of maxiums. Not sure if any relay is using it, or clients just Dont surface this. I think if you had a specific use case that required larger notes, you would write a nip for that specific use case and relays can list what nips they support, which is surfaced in client's and places like .watch

It was added as an 'extension' to nip-11 but go-nostr at least doesn't define these fields yet. I certainly didn't know about it but it seems needed.

I'll PR it now (other than retention structure which I think is ill-defined).
