Why are clients dragging their feet on getting full-support for filter?

It's one of the most important missing features. It would help cut out a lot of unwanted content in the global feed, whenever we dare look.

I think I probably need to add a new category of relay for this use case.

I think filter fits in to the “proxy” relay category if we ever start one of those.

I’m still planning on building full personal proxy relays too with support for the pulling side of NIP-65 🚀
