Just googled it, says on colleges those with a CWP can, other cannot in Utah where it happened.
It shouldn't be considered odd. 20 years ago Republicans wanted /everyone/ to have guns, thanks to the expiration of the original 10 year AWB ban signed by Clinton.
Utah has some goofy carve outs for their license, but a college campus is not one.
